With the globalization trend of higher education in China, foreign teachers in China, as a special force in China's teacher group, have attracted more attention from schools and education authorities. They have become an essential component of the teachers'group in universities and colleges. In the past, experts have done researches on recruitment and management of foreign teachers, and raised feasible proposals. However, researches on foreign teachers'performance management are rare, current foreign teachers management mechanism lack motivation and binding effect. When foreign teachers take employment in universities and colleges, they are only advised by school of what text books to use, how many teaching hours for each week, and requirement on examination. Their professional attitude, abilities, performance and students feedback on their teaching are not evaluated. Universities and colleges focus on recruitment channel, hire formalities, execute contract, and cross-culture communication.This paper starts from the research and establishment of foreign teachers'performance management at Hunan Institute of Engineering, then analyses the current status and problems in foreign teachers'evaluation system. A framework of new performance management system is then set up, 360-degree evaluation theory, key performance indicator and management by objective theory are used in the process of establishing the new system.This paper has also analyses the premises and methods for implementing foreign teacher's performance management system at Hunan Institute of Engineering, a combination of wide-band remuneration and ability-based remuneration system is raised, and several immaterial motivation methods are also introduced to improve performance of foreign teachers.The performance management system for foreign teacher at HIE is practical and well designed. The outcome of this paper in feasible and can be used in most of universities and colleges in China.
