With the developing of the Times,paying close attention to ability becomes the orientation of the field about education all of the world.Ability links with specific disciplines constitute disciplinary competence,it is the embodiment of implicit and stable learning psychology combined with explicit and observable learning behavior.Oral English communicative competence is one of the sub-abilities of English language disciplinary competence,and it is a kind of special ability which is attached to English language disciplinary competence,the performance of Oral English communicative competence is the English literacy which expressed by students' comprehension and expression.Based on these,this paper will explore the connotation,elements and levels of oral English communicative competence,and construct performance standards of oral English communication which basis on the English curriculum standards.Following some principles of measurable,evaluative and operational,to provide theoretical basis for teachers to grasp students' degree and provide guarantee for “observe the students' study results,and identify students' learning quality” effectively.Which explore four basic issues about "what is the oral English communicative competence","How to construct English oral communicative competence model","How to divide the level of oral English communicative competence","How to develop the evaluation index of oral English communicative competence indicators "First of all,this study summarized the relevant literature at home and abroad and summed up the experience of previous research results,based on these extracted some viewpoints: oral English communicative competence of compulsory education is the stable psychological characteristics and behavioral characteristics which integrated in the disciplinary competence of English and embodied by explicit words and implicit psychological activities to promote English dialogue and communication complete successfully.On this basis,this article further analyzed requirements of Englishcurriculum standards of compulsory education stages and teaching materials on oral English communication as well as combined with the characteristics of students to conclude five competence dimensions of oral English communicative competence in the stage of compulsory education,which are listening ability,speaking ability,culture ability,situational ability,and affecting ability.Secondly,this study is orientated by target basis,psychological basis,evaluation basis and language basis,to determine the performance standards of oral English communication.According to Bloom's educational goal taxonomy,Piaget's theory of cognitive development stage,Beggs' s SOLO classification theory,linguistics and pragmatics to summarized some as follows: Oral English communicative competence should be based on the knowledge of disciplines to determine the ability Goals and to determine the level of competence;developing the goal should consider the level of cognitive development of students;evaluation should be based on a clear goal;performance standards not only to reflect the " what" but also reflect the "how to do" and "do to the extent of the best ";oral communication should not only consider the characteristics of the language but also with the operating mechanism of language;performance standards should based on current curriculum standards;the performance of oral English ability can embody the implied learning quality and learning outcomes.Finally,on the basis of the current curriculum standards in our country,and through the analysis of national education standards as well as the study of large international evaluation programs,we build a disciplinary competence model,that consist of disciplinary competence,disciplinary content,cognitive requirements,performance levels and description,problem situation.and according to this model We also established a framework of oral English communicative competence.From the five dimensions about listening ability,speaking ability,culture ability,situational ability and affecting ability to construct the performance standards of oral English communication.Through the language description of the level divided the ability,so as to provide a basis for determining the different level.
