With the development of economic globalization and the popularization of education in China, higher vocational education is also an important part of higher education in china. The low level of management, poor management efficiency or the problems of many vocational colleges. These problems are not consistent with the requirements of Higher Vocational Education in china. Vocational colleges can develop better and faster, to a certain extent,depends on the level of management of colleges and universities, the performance evaluation of college counselors is an important factor in the management level of Higher Vocational colleges. Therefore, the key to a good and fast development of higher vocational colleges is to have a set of evaluation system which can arouse the enthusiasm of the counselors. To strengthen the construction of counselors in higher occupation colleges, to fully implement the party's education policy, to further strengthen and improve the ideological and political education and daily management work in higher vocational colleges,maintain stability and promote the science of higher education plays an important role in the development, so to achieve the purpose of performance appraisal, we need effective incentives, to let the counselors to active work, require a comprehensive evaluation system of counselor performance.Based on the research background of Shaanxi JG Career Academy, this paper studies the improvement of the performance appraisal system. First of all, analyze the present situation of Shaanxi JG Career Academy and the particularity of counselors. Shaanxi JG Career Academy belong to the public security colleges, providing public security officers and police officers in various areas of Shaanxi Province, but also bear in judicial officers training tasks, the implementation of police management and school (with military management), accountability and responsibility of counselors and other higher vocational college counselor is different.Secondly, based on the questionnaire survey, expert consultation, literature research, interviews,case analysis and other research methods, analysis of management, from the police students study style construction, organization construction, personal development, ethics, consulting services, work ability and other aspects, in-depth analysis of the auxiliary guide member of existing problems in the performance evaluation and improvement plan; Study on Shaanxi JG Career Academy counselor performance appraisal, to determine the main assessment using 360 degree assessment method, to determine the evaluation index for key index method,determining the weight by AHP; finally, to ensure the effective operation of Shaanxi JG Career Academy counselor performance appraisal system, discusses the improvement scheme and implementation and safeguard measures.Through this study, Shaanxi JG Career Academy counselor performance appraisal system has been improved, will further improve the counselors' work efficiency, improve the overall ability of college counselors, and gradually achieve the strategic target, the evaluation is more scientific and accurate, so it can stimulate their enthusiasm for work. Finally, the Counselor's personal development goals coincide with the strategic objectives of the college to achieve a win-win situation. At the same time, the author hopes that it can provide some reference value and reference for the performance management of the police college.
