Counselors in Vocational colleges are the organizers and executants of ideological and political work on students, as well as the directors to promote students to higher ideological and political quality, who are the important part of teachers and management staff. Counselors are charged with work on students’ moral education and daily affairs, which concern students’many questions such as growth, study, health, psychology, employment. And also, Counselors are the mentors of students, who are closely related with how do students establish a correct sense of worth and life. Otherwise, to some extent, counselors guarantee the normal work of colleges and try their best to help colleges developing. Thus, in order to cognize the functions of counselors in Vocational colleges correctly, build a high-quality counselors teams, there need to evaluate counselors in a scientific and reasonable way.Currently, mostly vocational colleges in our country have take off the way of performance evaluation to assess counselors’work. These evaluations just finished their assignments, but stop at the face generally. Their contents are almost the same, the procedures mainly are:firstly assess the results of counselors’ ideological and political quality, professional quality and duty of work, then according to the above results to prize or punish counselors. These kinds of evaluation dose not achieve the goal of performance evaluation, and dose not concern the key issue-practicability and availability. As a result, so many questions emerge, such as:the deviation of evaluation goals, indistinct evaluation targets, incomplete contents and targets, ill-formed evaluation process designs, neglecting procedure and thinking highly of the results, lacking of feedback and applying of the evaluation results. So, this thesis is to analyze and solve above questions.According to the evaluation experience of Sichuan Vocational and Technical College of Communication, the theories of public human resource management and encouragement, this thesis analyzes existent questions such as:incomplete evaluation methods, imperfect evaluation processes, unscientific evaluation index systems, unreasonable feedbacks, unreasonable using of evaluation results and throws out suggestions on the performance evaluation in Vocational colleges. Scientific research methods and years work experience are also important factors for this study. Fully considering the complexity and particularity of counselors’ work; taking off the "360degrees" evaluation method with network; a reasonable evaluation index system with balanced scorecard, important evaluation index and "360degrees" methods are all included in the suggestions.This research results may help improving performance evaluation systems of Vocational colleges, and are also references to Sichuan Vocational and Technical College of Communication.
