The special education has been occupied an important position in the system construction of social security and social service for a very long time.The specific implementation of special education,not only relates to the immediate interests of the special groups,but also to the implementation of the fifth “modernization” which is the modernization of the government management system and management ability as well.How to provide excellent educational service for the special group is the important issue that our government must face to.As to the government functional departments,holding special education is relatively both time and energy consuming,which is of high input with low returns,and also not very professional.In 2015,Ningbo municipal government released implementation opinions on further encouraging private capital to enter the realm of education,and clearly put forward to holding positive support towards social organizations participating in the special education,etc.Therefore,the research on the problems of purchasing special education service of Ningbo Municipal Government is of important practical significance under the new background.Firstly,the paper aims at starting with the relevant policies and theories of purchasing special education services,such as New Public Management Theory,New Public Service Theory,Concept of Sharing-development put forward by the 13 th national five-year plan and the enlightenment of above theories.Secondly,it introduces the background and current situation of purchasing special education service of Ningbo,and also takes the example of government purchasing special education services in Jiangdong District,to analyze the selecting mechanism and operation mode,etc.,.Thirdly,on the basis of the first two parts,then through the literature interview research methods,to discover,conclude and sums up the effects and problems existing in the purchasing special education services of Ningbo municipal government.Then conduct a detailed-depth analysis of the problems from several perspectives.Fourthly,according to the problems-oriented,the paper puts forward pointed,corresponding and feasible suggestions on bettering purchasing special education of Ningbo municipal government.Finally,the paper draw a conclusion of the research methods and the research results,therefore,it provides a reference to other regional and local governments on purchasing special education services,promoting the transformation of government functions and enhancing the shareable development for the special group in a better way.
