Education is the foundation of the country and the people’s livelihood, the pre-school education is the cornerstone of education, and it is the beginning of a person’s life education. The development of pre-school education is related to the survival and development of a country and a nation. With the rapid development of economy and society, people have increasing demand for the high quality public education products, especially for the high quality pre-school education products. How could the government better meet people’s needs for the pre-school educational services? This question has become one of the urgent problems to be solved for the government.From the eighties of the last century, in order to meet the needs of the public for education, the western governments have tried to explore the ways of buying educational services from social organizations. With the continuous practice and tries, the government’s purchase of educational services has been gradually developed, and has achieved some good results. In recent years, some local governments in China have begun to learn from the experience of western countries, attempting to develop education in the way of buying services, which is also used in the development of pre-school education.With the policies of "to develop the preschool education" and "to advance the reform and development of preschool education", in view of "promoting the development of preschool education and solving the existing problems of’hard and expensive to get into the kindergarten’" in Hainan Province, the thesis mainly discusses the current development state of purchasing preschool educational services of the local governments in our country, taking Haikou City as the research object and combining with the summary of the development situation of the preschool education and the government’s purchase of educational services, it finds out the existing problems, and puts forward the countermeasures and suggestions.First, the thesis begins with the introduction of the research background and it analyzes the existing domestic and foreign researches. Second, it explains the related core concepts and defines the preschool education as a quasi public product on the theoretical basis, and then it discusses the necessity and feasibility of government purchasing. Third, it combs the purchasing experiences from domestic and foreign governments, aiming at solving the existing problems of government purchasing preschool educational services through some good experience. Finally, it finds out scientific and reasonable methods to improve and advance the development of Haikou government purchase of preschool educational services. With these methods, we will promote preschool education development, meet the people’s needs, and better perform the functions of the service-oriented government.
