Problems And Countermeasures In Practice Of Government Purchasing Enterprises' Public National Fitness Service

The people's needs for a better life is first for good health.President Xi Jinping proposed to put the people's health in a strategic position for priority development.National fitness is an important prerequisite and means for the realization of people's health as well as a basis and guarantee for promoting people's happy life.With the advancement of the nationwide national fitness strategy and the vigorous development of the mass sports industry,the national fitness events are also becoming more and more active.As a bridgehead for China's reform and opening up,Shanghai has also been deepening its reforms in the field of national fitness marketization and socialization reform for many years.In the new period and new phase,Shanghai will focus on the goal of building a world-renowned sports city,comprehensively promote the “government,society,and market” three-wheel drive to improve the level and quality of public fitness public services,and actively explore the socialization and marketization of national fitness.The “multi-subject” model improved the government's purchasing service mechanism and displayed a new atmosphere for the sports department to actively transform government functions.Based on Shanghai's good national fitness atmosphere,vigorous demand for national fitness services,and the strong desire for reforms to further advance the socialization and marketization of the national fitness field and strengthen the cultivation of social and market forces,the Shanghai Sports Bureau is actively exploring the effective supply model of the national fitness public service,for the first time in the Second Shanghai Citizen Games Finals,is to introduce business entities to undertake government procurement service activities and introduce government-purchased enterprise services to the national fitness events.Research purposes: Based on the case study of the final of the Second Shanghai Citizen Games,this paper expounds the background and motivation of the government's purchase of the public service of national fitness from enterprises.It contains an in-depth analysis on two types of purchase mode – "competitive negotiation" and "single source procurement" – by which the government purchases enterprises' service.The process of such purchase and the effects of its implementation are also included in the abovementioned analysis,so as to provide a successful example for the government to make such purchase.Research shows that the government's purchasing public service of national fitness from the enterprises has "promoted the competition of multiple subjects,effectively integrated market resources and stimulated non-governmental investments";Meanwhile,it reflects the main problems and causes in the purchasing process of enterprises' service,such as weak participation of multiple subjects,insufficient supply of purchasing mechanism,incomplete evaluation and supervision system and inadequate social supervision,etc.Based on the analysis of the causes of such problems: “the internal development of the company,top-level design of the government,development base of the event,regulatory system mechanism,and market-oriented level of the competition.In view of the above and influencing factors,from the main level of government,enterprise and society,and combining theinnovative practice of national fitness activities in Shanghai,the countermeasures are put forward to optimize the government purchase of the national fitness events service:strengthen the government supervision and evaluation work,enhance the sense of corporate social responsibility,improve the enterprise acceptance level and ability,set up the work concept of "the people centered",and increase the work concept of "people centered",and strengthen the supervision of the public and the media.According to the results of the study,the following conclusions are summed up:first,from the performance evaluation of the government,the enterprises' events in the final of the Second Shanghai Citizen Games is better than the non enterprise competition units.From the aspect of citizen's satisfaction of the event service,the enterprises' events is higher than that of the non enterprise.Therefore,it is concluded that in the final of the Second Shanghai Citizen Games,the performance of enterprises is better than that of non enterprise units.
