In today’s world,with the development of mufti-polarization,economic globalization and the progress of science and technology change,human resources have become the most important strategic resources,and it plays a vital role in the competition in overall national strength.The international comprehensive national strength contest,also from the military strength and the economic strength gradually turns to the national soft power such as the talented human resources development.For this thesis,in the very beginning it analysis the basic theories of human resources and also discuss Hengyang city’s human resource strategic as a medium type talent human resources development including its present situation,characteristics of the development of human resource,problems and reasons,and then pet forward the strategy and implementation of measures of Hengyang human resources.At present,there are still some problems in the development of human resources in Hengyang,such as the shortage of talents,the serious loss,unreasonable distribution,the waste of talent and the shortage of talents.The main reasons may come from the concept,economy,mechanism and system of the human resources.Therefore,this article through on-the-spot investigation of Hengyang city related institutions and relevant theory and literature analysis,combined with the current situation of human resource development in Hengyang,considering the other such as the actual economic and social development as well.And then put forward the following eight measures:1.Establishing a scientific concept of talent;Focusing on personnel training;3.Increasing the intensity of introduce talent;4.speeding up the market allocation of human resources;5.Expanding the effective demand of talents;6.Innovative talent income distribution system;7.Creating a good environment for talents actively;8.Establishing a sound mechanism to encourage the rational flow of talent.All in all,the aim of this article is to hope Hengyang city has achieved good results in terms of the future development of human resources and seize the historical opportunities of China’s"The Belt and Road" and "Going-out" Strategy and the Rise of the Central Plan.And this articles also provides a reference for the development of all aspects of Hengyang’s economy,politics and culture,and providing a reference for the practice and theory of and human resources development of our country.
