Since 2014,the ministry of education put forward the opinion of “Li De Shu Ren”,core literacy becomes a hot word,how to improve the students’ core literacy in teaching practice became the focus of experts and scholars.As one of the important contents of core literacy,public participation quality is must for high school students.As the high school students who are about to enter the adult ranks,they are bound to become more and more involved in the public affairs of the society.Thankfully in high school students’ mind preliminary have the consciousness of the public participation,for public participation also have certain knowledge accumulation,but exist in the process of the concrete implementation,such as the lack of specific participation knowledge,to participate in the process is not mature,emotional,chaotic,and other issues.The causes of these problems is various,there are high school students their own problems,but there is no denying that our civil education and school education also has a lot of problems,such as teaching mode all of the same pattern and classroom teaching focuses on the teaching of knowledge rather than for students to participate in practical ability to exercise and ascension,this led directly to the disconnect between the theory knowledge and the public participate in practice.As a result,students are only getting further and further away from public life.It has become an important task to train high school students’ public participation quality.The main body of the thesis is divided into three parts:The first part,Expounds the concept and value of public participation in literacy definition,which make a detailed analysis of its connotation,and elaborates on the core content of high school students should have the public participate in literacy,namely knowledge public participation,public participation consciousness and public participation capacity.Finally,it discusses the value of public participation in the personal development of high school students.The second part,with the core content of public participation in quality as a starting point,based on the data of high school students questionnaire survey analysis of the current high school students public participation problems such as lack knowledge of public participation,public participation indifference,and lack the ability to participate in and so on.After the problems were discovered,the reasons were explored from education content,education form,student public participation space and participation platform.The third part is the most important part in the thesis.The third part is mainly based on the second part,standing in the political life of the Angle of teaching practice,respectively from two aspects of optimizing classroom teaching and to carry out the school-based curriculum specifically describe how to cultivate high school students of public participation in quality.
