In the trend of economic globalization and the rapid development of the world economy today,the competition of comprehensive national strength is fundamentally the competition of talents.In order to conform to the development trend of the world education reform,improve the national quality,and cultivate the new generation,our country urgently needs to build a set of scientific cultivation system of students' core quality which is suitable for the social development of the new era.In 2017 the ministry of education in the "ordinary high school ideological and political course standard" made clear that high school ideological and political discipline core literacy includes political identity,the scientific spirit,the rule of law consciousness and public participation,and training in our country have ideal,have the skill,have bear the era of the couple is closely related,this shows that our country to cultivate the students' ideological and political discipline core literacy work has entered the concrete teaching practice.Among them,public participation quality is the essential core quality to train new people who can play the role of national rejuvenation.The level of students' public quality will directly affect whether students can develop healthily and comprehensively,and whether they can truly integrate into the development and progress of the society,so as to grow into useful talents that meet the requirements of the development of The Times.As a required course in senior high school,politics has unique value in cultivating students' public participation quality.Therefore,how to cultivate students' public participation quality by relying on the ideological and political course of senior high school and make them become new people who can play the role of national rejuvenation has become an important direction of research.Firstly,this paper summarizes the domestic and foreign research achievements on core quality,public participation quality and cultivating students' public participation quality in senior high school ideological and political courses.Secondly,the concept of public participation quality is defined,and the contents of public participation in high school ideological and political textbooks and curriculum standards are summarized.Then,on the basis of questionnaire and interview,this paper sums up the high school students is a weak consciousness of public participation,public participation in knowledge,public participation ability is not strong,weak public participation behavior problems,as well as the high school ideological and political teachers in cultivating students participation in the public literacy weighs knowledge literacy teaching objects,teaching process,heavy light on participation,homework exercises light practice,and from the ideological nature of courses,teaching resources and exam-oriented education three Angle analysis of the high school thought political lesson to cultivate students' literacy of public participation in the cause of the problem.Finally,put forward from the course content activity and content courses build activities both political lesson,from the Angle of students,teachers,classroom building diversified mechanism of ideological and political teaching evaluation,and learning western countries in the teaching target,teaching content,teaching method and advanced experience of teaching evaluation,etc.
