| As a practical social activity,public participation can effectively promote individual’s overall development and hence to facilitate the social progress.It is the deserving right and realistic obligation for individual and citizens as a whole.In addition to the practical command over the knowledge and ability,effective public participation requires public’s recognition on its significance,especially on the formation of sense of duty and public spirit.Thus the cultivation of quality of public participation has been an important part in citizenship education aiming at promoting individual and social development,and meanwhile the citizenship education has long been the responsibility of ideological and political curriculum.With the proposal of key competences,the development of disciplinary key competences has been a practical demand.Centered on Marxist basic concept on education,political curriculum basically involves socialist economy,politics,culture and society,aiming at developing citizens’ ideological and political quality and improving their social abilities in a modern society.Based on this nature of the ideological and political curriculum,and the practical and open subject teaching disciplinary,public participation has been one of the ideological and political qualities.The cultivation of public participation takes the priority in the ideological and political curriculum.As a main access to develop students’ quality of public participation,ideological and political curriculum provide a variety of relevant educational resources,and the comprehensive courses in schools offer a practical platform where students can raise their quality of public participation.There generally exists a lack of common sense and practical ability,and the weak participation awareness among students,which is attributed to the inadequate cultivation in school.There is no specific guide on participation skills in text books,and not enough examples for supplement of common sense.The teaching mode is centered on the memorization of the content needed in examinations,while the application of knowledge,improvement of practical ability and instruction of participation awareness have been ignored,making it hard for students to identify and internalize the teaching content of public participation.In the comprehensive practical curriculum,the schools,where the activities outside schools are limited and generally mere formalities,have never truly attached importance to the practical public participation.Given the problems existing in the cultivation of students’ public participation,the ideological and political curriculum,as a main access to the sense of public participation,should play a critical role.On the aspect of basic teaching content,it is necessary to improve the compilation of text books,and to supplement the auxiliary educational materials.In terms of the teaching mode,the educational philosophy and teaching methods should be improved properly.For the disciplinary activities,inquiry activities and research study should be carried out.Meanwhile it requires an assistant strategy among schools,communities and families.Schools need to fully carry out comprehensive practical activities and provide a platform for public participation.Communities should actively publicize the organizations to create an atmosphere for public participation.Parents need to positively change their thoughts and offer support and guidance on public participation. |
