As an important part of adult higher education in China,basic Radio and TV universities play an important role in cultivating local talents,the improvement of education in Radio and TV universities has helped the development of education in China.In recent years,because of continuing to open new majors in accordance with the demand of the society,basic Radio and TV universities need more teachers.Restricted by quotas and funds,basic Radio and TV university begins to hire more Irregular teachers who are playing an increasingly important role in teaching and research.Irregular teachers as a special group in the development of education enterprise in China,there is a big gap in the salary and welfare benefits between regular teachers and irregular teachers,besides,teachers' employment system of basic Radio and TV university is not perfect in China,which will inevitably lead to the violation of irregular teachers' rights and interests,thus affect the stability of the teaching.In the transition phase of the reform of the personnel system in China,how to strengthen the management of Irregular teachers is an important subject.Through interviewing and making communication with the leaders,personnel staff and irregular teachers in A and B teaching point of D area,this article have learned he situation of irregular teachers' management,the saving grace is improving the labor contract management system and reducing the labor risk,and openning a channel for irregular teachers to regular teachers.irregular teachers' management has some risks,including nonstandard employment process,unscientific salary design,single motivation approach,imperfect performance evaluation mechanism,and Lack of opportunities for re-education and training.Then,the paper puts forward relevant countermeasures:at the government level,we should speed up the reform of the personnel system in universities,break the barriers of compiling;perfect the "Labor Contract Law" and the accompanying laws and regulations to protect the legitimate rights and interests of irregular teachers.At the school level,Radio and TV university should change the concept of traditional labor,establish the concept of "people-oriented" management;improve the recruitment process and establish a long-term mechanism for recruitment;raise pay levels and increase welfare benefits;perfect the training and position promotion mechanism,strengthen the mental stimulation;Improve performance appraisal and feedback system;pay attention to humanistic care and strengthen the sense of belonging.Teachers should strengthen the awareness of legal rights and protect their legitimate rights and interests;make career plan,improve oneself quality and so on.……...
