The reform of university personnel system is the essential action that universities improve overall quality of teachers and administrators of universities and promote the whole level and efficiency of universities through innovation of the system. The reform of university personnel system is the important topic that universities survive and develop and satisfy well the daily aggregate demand of the country and the society for the higher education in the new environment. This article has analyzed comprehensively the problem of university personnel system in our country and proposed the mentality of deepening the reform of university personnel system, then has explored beneficially the innovation of university personnel system of our country and offered advice for deepening the reform of university personnel system in the foundation of elaborating systematically the background of reform of university personnel system in our country.This article divides into five major parts: The first part is an introduction. The second part is the elaboration of background of the reform of university personnel system. The third part is the analysis of questions in the personnel system. The fourth part is elaboration of the thinking of the reform. The fifth part is concrete measure of the reform.The characteristic of this article is it has taken "the human"-the teachers and administrators of universities as a center, and advocatedhuman's independency and self-consciousness in the reform of system, payed attention to the concordance development of the individual and the school in process of reform and after the establishment of new system, analyzed emphatically the questions such as the pressure of reform and the rights and interests of university teachers in contractual management at present ,and aimed at the questions exploring reform of system from the transformation of individual idea and the self-perfection to the construction of the troop of university talented person, then to the standard of market of talented person of university and the optimization of the overall environment of development of the university talented person .This article has proposed the suggestion to establish electron file for the university teacher through the intermediary organizes of society when it discussed establishment standard market of university talented person. So, while talented person resources obtain the reasonable use and maintain openness, the university can obtained the opportunity to strive for the outstanding talented persons unceasingly from the society.This article mainly has used method such as literature law, comparison test to elaborate the reform of university personnel system, and it has absorbed many experts' new thought in the elaboration, and the elaboration is systematic and comprehensive.
