College is the main position in support of rejuvenating the country through science and education, the implementation of the strategy of talent powerful nation, is the cradle of knowledge generation. The reform of the personnel system of colleges and universities isto improve the overall level of teaching staff by changing the original not adapt to the personnel system, thus promoting the school level and the school benefit enhancement, is an important subject in Colleges and universities should face.This paper is divided into five parts: the first part is the introduction. Mainly discusses theresearch background and significance of the topic, research content and research method,the domestic and foreign related research summary, to the whole research structure of the thesis is introduced. The second part begins with the concept of the reform of university personnel system, clear the theoretical foundation of the reform process, reform of university personnel system since the reform and opening, the internal and external factors and the effects of the reform of personnel system in Colleges and universities. The third part is the case study of Hebei University, through access to information and research,combing the background of the reform of the personnel system, reform process, the content of the reform, there is a general intuitive understanding of personnel system reform in Hebei University. The fourth part analyses the process of Hebei University personnel reform, the personnel system and puts forward the existing problems in the reform, and thecauses of the problems and the reform of the personnel system of Hebei University is analyzed. The fifth part puts forward some concrete measures for deepening the reform of personnel system in Colleges and universities in china.This paper believes that, to further promote the reform of personnel system in Colleges and universities of the task is very difficult, to perfect management mechanism of college personnel system reform, improve the understanding to the reform, take effective measures, improve the post management, promote sustainable development of Health Sciences University Personnel system.
