Research On Operation Mechanism Of Secondary College

The outline of the national medium and long term education reform and development plan(2010-2020)is the first time to systematically elaborate the modern school system and put forward clearly the modern university system with Chinese characteristics.University governance structure is the core issue of the modern university system with Chinese characteristics,and it is also a hot topic in the current management system reform of University internal.As the foundation of the school running,secondary college plays a vital role in its development.Its governance reform will help to optimize the internal governance structure of the University,promote the modernization of the run and administer schools system and the governance ability of the University,and improve the operation mechanism of secondary college to perfect the University.under the background of the modern university system with Chinese characteristics,it is of great theoretical and practical significance to discuss the reform of the system of university governance and the construction of the operation mechanism of the scientific secondary college.In this study,75 articles constitutions of colleges and universities of the Ministry of Education are selected for the analysis of the samples.The theoretical basis of the operational mechanism of secondary college is expounded by the literature research method and comparative study method,and the development course of the various organizations of the secondary college is explored.On this basis,the text of the secondary college in the articles of constitutions of the 75 Ministry of education is further analyzed.Through the data collation of the elements of each organization in the secondary college of the articles of constitution,it is found that the organization and responsibility of the secondary college not clear,the power boundary between the internal organizations is not clear and the operation mechanism is not clear.And the laws and regulations are not perfect.Aiming at the problems in the operation of the secondary college,we put forward suggestions for improving the operation mechanism of the secondary college.First,we should make clear of its own nature and functional orientation,implement the autonomy of the secondary college and enhance its educational vitality.Secondly,we should make clear the organizational relationship of the secondary college to provideguarantee for the democratic and scientific decision-making.Thirdly,we should improve the party and government joint meeting conference system of the secondary college to strengthen the relationship between the party and the government,and improve work efficiency of the secondary college.Finally,we should make sure that there are laws to aside by and aside by the laws to perfect the Operation mechanism of secondary college.
