The construction of high quality primary and secondary school teachers,we need to strictly control the teachers.In the process of teacher admittance,the admittance conditions,admittance links and admittance assessment of primary and secondary school teachers are generally stipulated,so as to coordinate and complement each other,so as to improve the overall quality of primary and secondary school teachers.Based on the theory of competence,it is concluded that primary and secondary school teachers post competency indicators,including professional knowledge and competency indicators as well as the teaching ability of education beliefs,attitudes,motivation,moral cultivation on recessive competency indicators,primary and secondary school teachers job access mechanism to around the primary and secondary school teachers are qualified for quality need to be perfect.According to the screening theory,it is clear that the educational level of teachers has an important impact on the overall quality of primary and secondary school teachers.However,academic qualifications only reflect the existing abilities of teacher applicants,and other comprehensive abilities required for teacher work should not be neglected in the teacher admission assessment.Based on the information efficiency in mechanism design theory and the incentive compatibility principle,puts forward the primary and secondary school teachers post access mechanism of perfect strategy,such as open for the social public opinion in an interview to encourage public participation in supervision,strive for mechanism design of master teachers can be ensured the real and effective information,and can stimulate teachers applicants take the initiative to promote their comprehensive quality.Through the literature method,this paper sorts out and reviews the relevant research on teacher access at home and abroad,and sorts out the different definitions on teacher access.Combined with the research on the admittance mechanism of vocational education teachers and counselors in the literature,the concept of the admittance mechanism of primary and secondary school teachers is defined.By referring to documents related to teacher access,recruitment announcements of primary and secondary school teachers in various regions and using interview method to understand the views of primary and secondary school teachers and principals on teacher access,this paper clarifies the status quo and existing problems of the access mechanism for primary and secondary school teachers,and then comes to the improvement strategies of the access mechanism for primary and secondary school teachers in China.In terms of access conditions,teachers' qualifications,educational practice experience and professional qualifications should be set scientifically.In terms of access link,we should improve the effectiveness of information by standardizing the material review link,comprehensively examine the applicants' job competence,and encourage the public to participate in supervision by adding an open interview link,so as to enhance the transparency of access process,so as to ensure the objective and fair access results.In the aspect of admission assessment,the assessment content of written test and interview should be improved,and the re-examination and re-screening function of the assessment of teachers during the probation period should be strengthened,so as to more comprehensively examine the teaching post competence of teacher applicants.Through improve the primary and secondary school teachers job access mechanism,improve primary and secondary school teachers post entry,to enhance teachers' professional specialization,improve the overall level of the education of primary and secondary schools teaching in China,actively build attracting talent for a long time,good atmosphere of life teaching,from teaching to achieve the purpose of the construction quality of primary and secondary school teachers.
