By establishing the teacher training evaluation system for Hebei Campus Football Program(hereinafter referred to as “the Program”),the author intends to realize the following objectives: first,working out an approach to evaluating how the teachers' trainings as part of the Program go on in the light of their actuality and features;second,providing some reference for the training administrations to evaluate training effects and make relevant improvements;and third,checking on how trainees apply the knowledge,skills and other things they pick up from training sessions to their actual work.A close look into the literature available at the websites of Hebei Normal University Library,China National Knowledge Infrastructure(CNKI),and other universities and research institutes helps the author to gain a full picture of the status quo of the target research field and then work out a feasible research approach.On this basis,relying on the theoretical knowledge in educational evaluation and professional development of teachers and taking into account the characteristics of football teachers' trainings,the author drafts the questionnaires to experts,and analyzes the questionnaire findings with the techniques of mathematical statistics.After that,he constructs the expected training evaluation system,works out the weights of different indicators,and verifies the feasibility of the system,thus sharing some ideas which can be drawn upon by the subsequent operation of the Program and other teachers' training schemes.The research project evolves through two phases of explorations.Phase I is about the selection of evaluation indicators and the construction of the evaluation system.Phase II is about using the research system to assess training effects.With these efforts,the author reaches the following conclusions:(1)With reference to the theory on audit learning and the theories on evaluation named Kirkpatrick,CIPP and CIRO as well as much practical experience including the standards for professional development of teachers,objectives and status quo of the state football teacher training initiative,the author samples a string of evaluation indicators,and screens/modifies them with Delphi method,before he reaches the ultimate training evaluation system for the Program.(2)The system encompasses four tier-1 indicators,10 tier-2 indicators and 32 tier-3indicators.Of these,the four tier-1 indicators come at the four layers: conversion,acquisition,application and achievement.(3)The system,if applied to the related football teachers' trainings,can check how these trainings stand.So it is feasible.Given the abovementioned conclusions,the author hereby recommends as below:(1)The system has only be used to test whether the trainings targeted at backbone football teachers can achieve the expected effects.So the feasibility verification needs to expand to the trainings for football coaches and judges.(2)More efforts should be made to work out more sensible class periods,diversify training forms,further standardize organizational management,and optimize training contents by considering the features of attendees.(3)With this system,the training administration and organizers are expected to enhance training results in a flexible and targeted manner.
