At present our country is facing the challenges of "middle income trap",It puts forward new requirements to the carrier of human capital,especially to the high-skilled personnel with high theoretical level and practical ability.At the same time,it also promotes the transformation of government functions and the gradually change of the government behavior..if only follow the market mechanism,High-skilled personnel as an important human resource,is difficult to achieve long-term planning and rational allocation of resources.It requires the government to reach out "visible hand" to participate in it.The theory of public goods supply suggests that in order to achieve fairness and efficiency,both the government and the market need to participate in the cultivating of high-skilled personnel.While the new public service theory requires the government to complete the transition from control administration to service administration in the cultivating of high-skilled personnel,so as to realize the common interests of the people.The present situation of the cultivating of high-skilled personnel in Huzhou is the epitome of the common problems encountered by most cities in china.This paper takes Huzhou as an example,analyzing the existing problems and the deviation of government behavior,then according to the theory of public management,analyzes the reason of government behavior deviation,and then draw lessons from domestic and international experience,finally puts forward new suggestions on the optimization of the government behavior in cultivating high-skilled personnel.
