The accumulation,development and utilization of high-quality human resources will affect the sustainable development of the national economy.As an important part of human capital in China,the level of rural labor development is directly related to the size of the human capital stock of the whole society.In order to solve the "three rural issues",improve the level of rural labor human capital.To promote the development of rural economy and society,the state has increased financial expenditure on basic education.The local government’s investment in basic education plays an immeasurable role in the cultivation and future development of rural talents in Dengzhou.The paper takes the public financial expenditure of rural compulsory education in Dengzhou City as the research object.In order to answer the research questions raised and follow the norms of countermeasure research,the research path is to "discover,analyze and solve problems",using literature research and other methods.The paper consists of the following parts: First,summarize the research purpose,research significance,research methods,etc.,and then define the core concepts of the paper,The theory applied in the paper is expounded.Secondly,according to the defined concept of compulsory education and compulsory education financial expenditure and DEA performance evaluation of rural compulsory education public financial expenditure,the research status of education public financial expenditure in Dengzhou City is investigated,and the existing problems are analyzed,including insufficient total rural compulsory education public financial expenditure,unbalanced rural compulsory education public financial expenditure structure The stability of rural compulsory education public financial expenditure is not good and the efficiency of rural compulsory education public financial expenditure is not ideal.Thirdly,use the government failure theory in the public choice theory to build the research framework of the causes,explore the behavior of public financial expenditure on rural compulsory education in Dengzhou City from the offside of responsibility,dislocation of function,vacancy of management and other government failure behaviors,and judge the causes of the problems.Finally,around the elimination of causes,it points out that the government needs to make efforts to improve in three aspects: reducing offside responsibilities,changing role dislocation,and avoiding management vacancy,and puts forward corresponding improvement suggestions and solutions,and forms the conclusion of the paper,New views have been formed on the existing problems,causes and optimization countermeasures.
