Government Aid Management Researches Of Families Who Have Lost Their Only Child In Sanming City,Fujian Province

China's family planning policy has been implemented for more than 30 years in Sanming City,resulting in a large number of only child families.Due to the only child of the accident or disease and other causes of death,resulting in a large number of families lost independence.The growing number of independent families and the complex difficulties facing them make it an inevitable social problem.Sanming City governments also according to the local actual situation,the introduction of the corresponding family planning special relief aid advice,these policies on the loss of a single family to help achieve some success.But there are still many problems in the policy making,economic support,social assistance,social security and humane care.This paper relying on the theory of Public Management:Responsible Government Theory,Governance Theory and New Public Service Theory,using literature research method,interview method,questionnaire analysis,case analysis,summarized method on depth analysis of problems and reasons of the government existing in the loss of single family aid management process,from the clear responsibility of the government,the implementation of security policies,and enhance the economic support,optimizing the social assistance,perfect social security and to highlight the humanistic care and put forward the corresponding helping strategy,improve and perfect the government for the loss of single family aid management mechanism.
