With the implementation of the family planning policy for more than 30 years,a large-scale one-child family has emerged in China.When the only-child dies due to accidents,diseases,suicides and other reasons,their parents become the elderly who have lost their only child because of their physical inability to reproduce.They will fall into sorrow for a long time and face many problems in their later life.Therefore,in recent years,more and more families have appealed to the state one after another,hoping that the state can introduce some policies to solve their plight.However,the problem of the family with Lost Only Child has a complex relationship with the national family planning policy,and the state has the responsibility to compensate these special groups,so a number of documents have been issued successively.Based on the Notice on Establishing and Improving the System of Special Family Contact Persons in Family Planning issued by the State Health and Planning Commission in 2016,this paper discusses the current situation,problems and effects of implementing the system in the X District of S City.In the process of implementing the system of family contacts in the X District,the staff,volunteers and family planning cadres of various streets and neighborhood committees participate in the completion of the system by means of government purchasing services.Therefore,a mechanism of co-governance between politics and society has been formed,in which "politics" refers to the main body of implementation represented by street cadres and community workers,and "society" refers to society.Organizations,volunteers,social workers and other participants representing the society.This paper mainly introduces the present situation and problems of the implementation of the system of contacts of separated families in the X District by means of interviews and observation,and explores how to avoid problems from the perspective of collaborative governance so as to achieve the optimal implementation effect,and then puts forward relevant Suggestions to help the families with Lost Only Child get out of the dilemma.
