Land is the carrier of all activities including primary education activity,is based on land physical education resources,our country's basic education level increased significantly with the popularization of compulsory education policy.However,this process is also accompanied by the emergence of various problems,land use spatial pattern and scale of existing primary schools already can't satisfy people's needs,basic education land spatial layout problems such as imbalance of the increasingly prominent.At present,China's primary schools mainly have such problems as small scale of school land,insufficient area of students,unreasonable space layout of education land,serious overloading of relatively high quality school students and so on.Therefore,needs to improve elementary education equalization configuration of land resources,to improve land use efficiency of primary school,promote the high quality resources sharing between intercollegiate,improve primary school educational condition,scale,layout optimization.In this paper,the research object of the Dali city center land for primary school education,first of all,through the way of combing the literature of related concepts and give a brief introduction of the basic theory,and respectively introduces the GIS application in the education land resource layout analysis,GIS spatial analysis method,accessibility problem,the two-step mobile search method,etc.,and probes into the method of optimal layout of land for education thinking,through comparing the traditional layout methods and Arc GIS layout method,the difference between the listed the advantages of the GIS in land use optimization layout.This study geographical spatial database which is based on the existing data,geographical spatial database is the base of the GIS spatial analysis,including the settlement data extraction and processing,management of land for primary school education,the establishment of the traffic network in the study area,and the establishment of the cost of OD matrix,etc.Through the present situation of GIS spatial analysis method for its layout characteristics are analyzed,and found that at present the Dali city center primary school education land resources spatial distribution is unbalanced,the old city in southwestern primary land distribution is more and more concentrated,and other areas such as urban fringe land for primary school education is less layout,there is a waste of resources of education and the shortage coexist.Then use two step mobile search/on the threshold of 1000 meters of road network distance computing center city accessibility of all the land for primary school education,and in accordance with the relevant evaluation index accessibility of residential area can be divided into two categories,category 5,respectively is accessibility of accessibility of qualified and unqualified,qualified accessibility including general accessibility,accessibility is good,good accessibility,accessibility is unqualified,including poor accessibility and poor accessibility.The results show that the overall accessibility of the residential areas in the central urban area of Dali city is low,and the accessibility of non-conforming residential areas is nearly half,and the accessibility difference between different interregional settlements is obvious.Through research and analysis found that the Dali city center primary school education land resources mainly exist the following problems:(1)land for elementary school students are not up to standard,the Dali city center primary school is only 13 square meters per person,far below the national related department of 20 square meters per person;(2)the land for primary school education service radius is big,if,in accordance with the "design code GB50099-2011 primary and secondary schools in the country to require the primary service radius should not be greater than 500 m,the Dali city center primary school education for service area can only cover part of the settlement,even expands services to road network distance of 1000 meters,there are also many residential areas is not in the elementary education service area;(3)the spatial layout of education is unbalanced,and the waste of education land resources in the old urban area in the southwest is not compatible with the supply of education land in the urban fringe and other areas.Proposed in this paper,aiming at the above problems should insist on the principle of equalization,resource sharing,the principle of reasonableness and feasibility,by optimizing the merger,retention,adjust,increase primary school,through the overlay analysis of ArcGIS increase site layout,and apply the improved 2 mobile search method to measure the scale of the increase primary school.Finally,this study put forward the countermeasures and Suggestions of land for primary school education optimization layout,reasonable optimization adjustment and planning and layout of the school,strengthen the system construction to perfect the education resource equilibrium configuration,improve the district division implement nearby enrollment policy,promote the Dali city center primary school education land for the optimization of the layout.
