Pioneering countries as the UK higher education development,the classical university from the middle ages in Europe have a high degree of autonomy,the traditional until the early 20 th century the government began to take administrative or the means such as funding for infringing on university autonomy gradually.As a result,classical universities and governments began a long battle for power.Government to power,at the same time in order to ensure the quality of higher education development,cultivate new education colleges,and the contradiction between relative ease and classical university,which was born university grants committee for third parties,etc.With the change of political power in postwar Britain and the demand of national economic recovery,the theory of human capital gradually became popular in the society.As a result,the social from all walks of life to the attention of higher education is gradually rising,about classical university and university of "new" how to better the quality of education has become the development of the new focus,and by the original with institutions of higher education quality evaluation project of the third party,gradually developed into professional and systematic third party appraisal institution.And at the same time in the third party appraisal institution improve,and gradually form a relatively perfect higher education mechanism of the third-party evaluation,so in a more specialized and systematic way to guarantee the operation of higher education quality evaluation mechanism,in order to meet the needs of the British higher education system reconstruction,maintenance of the British higher education quality in the leading position of the world.This paper mainly through literature research,historical research,case study,three kinds of research methods,to research the development of higher education in the university,the relationship between the government,the third party,teasing out the British higher education quality of the development of third party assessment,summed up the higher education quality evaluation mechanism of the formation of the third party development and existing problems,thus for our country’s higher education quality third party put forward the beneficial reference for developing and perfecting the evaluation mechanism.This article mainly consists of four chapters.First chapter is the theory framework,through the public governance theory,the triangle model theory,system analysis theory as the theoretical support,to the British higher education quality evaluation researches on the external factors of the development of the third party;Chapter 2 British higher education quality origin and development of the third-party evaluation,based on the historical development of higher education quality formation of the third-party evaluation,construction of British higher education quality formation mechanism of the third-party evaluation main factors;The third chapter analyzes the operation mechanism of education quality third-party evaluation,and summarizes its development advantages and existing problems.Chapter four British higher education quality experience for reference of the construction of the mechanism of the third-party evaluation,from the legal support,financial support and accountability assessment three aspects sumup experience,thus for our country’s higher education quality third party assessment mechanism construction put forward the beneficial reference.
