| Resource-based economy is a worldwide problem,and it is discussed in the world.China is no exception.The report of the 19 th National Congress clearly stated that it supports the economic transformation and development of resource-based regions.The brain drain and the single industry are the development dilemmas of resource-based regions,and they are also the main subject of academic research.In fact,talent and industry are interwoven and inseparable.Therefore,this research will be talent linked with industry,from the perspective of coordination,consistency between talent and industry problems trying to decode the resource-based economy transformation,rich resources of regional economic transformation theory,at the same time,for the Shanxi Province,the modern industry system construction and talents resources economic transformation to provide policy recommendations.In this paper,on the basis of reviewing the existing literature first plight of resource-based regional economic developing talent and industry as well as the relationship between dual theory analysis,and then from talent-industry double locking,and both of the economic transformation effect under the various matching relation between positive and negative effect to build talent-industry cooperation mechanism to promote resource-based regional economic transformation,and established on the basis of theoretical analysis calculates the index system to measure coupling talent-industry in Shanxi Province,and then to the effect of coupling shanxi talent-industry on the transformation to do the empirical analysis,finally put forward to talent-industry coordinated development promote the economic transformation of resource-based region conclusions and countermeasures.The main work,viewpoints and conclusions of this article are as follows:(1)One of the main reasons why resource-based regions are in trouble is the dual low-end lock-in of talent and industry.The single industrial structure and the low-cost benefits of the resource department have resulted in the crowding out of talents in the non-resource sectors and the expulsion of knowledge innovation.The lack of talents and the low end of the resources have in turn constrained the internal technological upgrading and diversity structure optimization of the industry,resulting in both Into a double low-end lock.(2)Through the collaborative development of talents and industries,solve the economic transformation problems in resource-based regions.High level talents with high level industry under the condition of matching can stimulate the vitality of regional economic development to the greatest extent,therefore,from the talent quality,talent structure and industrial structure and industrial technology content and talent agglomeration and industry cluster three levels to establish talent-synergy mechanism,to promote the coordinated development of both.(3)The calculation of talent-industry coupling degree.The Coupling Model was used to measure the degree of coupling of talents and industries in Shanxi Province by constructing an indicator system.It was found that the degree of collaborative coupling between the quality of talent and industrial technology was the highest,and that of talent structure and industrial structure was the second highest.The degree of coupling between talent concentration and industrial clusters is the lowest,that is,the synergies between the two are not balanced at the three levels.(4)There is a positive correlation between the talent-industry coupling degree and the resource-based economy transition.The coordinated development of talent quality and industrial technology content can provide a source of power for economic transition;the coordinated development of talent structure and industrial structure can create a favorable environment and realistic guarantee for economic transition;the coordinated development of talent gathering and industrial clusters can further optimize the effect of economic transformation.(5)Promoting the transformation of a resource-based economy can proceed from three aspects simultaneously: industry actively collaborates with talented people,talents actively collaborate with industries,and external forces support multiple channels to strengthen and support talent-industry collaborative development to promote resource-based regional economic transformation. |
