Economically Less Developed Areas Of Talent Development Problems And Countermeasures

The first 20 years of 21 century is the crucial stage for Yunnan to realize the leap-forward development of its economy. Yunnan intends to strengthen its pillar industry, develop burgeoning industry, renew traditional industry, seek new economic growth points, raise employment level, accelerate the increase of economic benefit, accelerate international cooperation, pursue the win-win result with neighboring countries, build and practise the magnificent scheme of harmonious society, all of which need to have a large batch of high quality talents to be the foundation. Establish the scientific talent development strategy is the key for Yunnan to get rid of backward, narrow the gap with the east economic growth region of our country and realize the leapfrog development. Carrying out study on Yunnan talent developing problems and countermeasures according to the reality of Yunnan has been allowed of no delay.So far, no matter at home or in the world, the studies on talent developing problems and countermeasures for economic less-developed multinational regions are not many, and there are still cognitive deviations on practice, therefore, carrying out further study on the developing problems of the less-developed region of our country so as to guide the development of less-developed region of our country has great significance.Along with the change of times, the target, approach, economic structure, and industrial structure etc. of the social and economic development of Yunnan are changing constantly too, so the current countermeasures for Yunnan talent development and the Yunnan talent developing system have already been unable to satisfy the demand for building affluent and harmonious society in Yunnan. According to the development and changes of Yunnan economic society, the task to establish and implement the talent developing countermeasures suitable for the development in new stage as soon as possible is very urgent.This thesis has firstly introduced the research background and meaning of this thesis, then, problems are put forward, and further the innovation points, structural arrangement and study methods of this thesis are introduced.The Chapter 2 has introduced in detail the features and definitions of talent and talent development, and has referred to the advanced experiences on talentdevelopment of domestic and abroad developed regions, and discussed the talent development methods suitable for the situations of Yunnan province.The Chapter 3 has analyzed the present situations of Yunnan talent development, which has been divided into general analysis and analysis on five types of talent.The Chapter 4 has discussed the relevant relations between Yunnan talent development and GDP emphatically, conducted relativity analysis and put forward the talent anticipation model.The Chapter 5 has discussed the main problems existing in Yunnan talent development through combining to the analysis of Chapter 3 and Chapter 4.The Chapter 6 has discussed the main approaches and countermeasures for Yunnan talent development.
