National prosperity depend on human resources, Wealth through the skills of convergence。The human being is the foundation of the human survival, looking over ancient and modern at home and abroad, all treat the food need of the people as the most important national priority. It is closely related to the prosperity and decline of the country, the survival of the nation. This is not only an important issue of the livelihood of the people, but also an important strategic issue, never can lower our guard.At present, with the economic globalization advancement further quickening, The link between places has become even more closely, changes in the external environment influence the flow of talent is also growing. The human resources development issues has become a more complex dynamic system than ever before. In particular, the current regional economy at home and abroad to carry out construction presented the new challenge to the talent development in the central plains economic region. This requests us to respond and make the reasonable policy choice rapidly. In view of this, this article attempts to analyze the principal factors which affecting the human resource development under the new environment, new situation and new background, and to propose policy recommendations.This research is divided into five parts.The first part mainly elaborated the research background and significance, the research literature summary, the studying tool and the research methods, the research frame and the innovation spot.The second part mainly to explain the concept of the central plains economic region. Building central economic zone for the country's industrial structure upgrade and implementation of talent development strategy of the significance of the central plains economic zone.The third part mainly to explain the central region human resources and talent development status of the "what" and analyze the influencing factors of the talent development in the central plains economic region, including the impact of human scale and proportion to total population does not match, the impact of the personnel structure and layout of the requirements of economic and social development does not match, the impact of the development of institutional mechanisms and innovative talents to create the required does not match, and the impact of the human resource development and personnel development requirements does not match.The fourth part is the focus of the paper. By analyzing the policy of human resource of various countries, drawing lessons from the policy of development of other countries, and combining the new situation, new environment, new background at home and abroad, I proposed the basic measures, and replied the question of how to develop the human resources.The fifth part is the ending of the research. This part takes the research results as the premise, by combing the hierarchical structure and the overall content, undergoes the strict analysis and proof, and draws the final conclusion.
