With the rapid development of social economy in recent years,private non-degree educational institutions as the main strength of non-degree education,have met people’s pluralistic educational needs and played a positive role in promoting the development of private education.However,because of the rapid development,many unqualified institutions have also poured into the private non-degree education market.The false propaganda of some illegal operators has caused uneven and disorder in the education and training market,which has impacted the overall development of private non-degree education in China.The study,from the point of view should be and taking D city of Liaoning Province as an example,analyzes the current situation of private non-degree education market,does an in-depth study of the current regulations of private non-degree educational institutions,builds up the system of private non-degree educational institutions and analyzes the causes for the existing problems of private non-degree educational institutions.Then the study offers suggestions for improving the system of private non-degree educational institutions on the basis of the system of private non-degree educational institutions built above.The introduction part mainly explains the problems,the purpose,and the problems to be solved,the research route and methods of the study.The literature review clarifies the research on the institutional system of private non-degree educational institutions in China by combing the literature and policy documents.Then the study develops and builds up a system framework of private non-degree educational institutions in China,taking D city of Liaoning Province as an example.The system of private non-degree educational institutions in China contains both the management and the operation system of private non-degree education institutions,among which the management system can be divided into organization and content system.Then the study analyzes the current situation of the system of private non-degree educational institutions,particularly the current system of private non-degree educational institutions in D city of Liaoning Province,analyzing the existing problems and their causes from the background of the times,the influence of policy,the market environment,and the problems of the education institutions themselves,and then provides a realistic basis for the reform of private non-degree educational institutions.
