Research On The Social Work Supervision In Government Purchase Service

In recent years,the government to purchase services has become an important means for the government to change its functions and innovate social management.Social work to enter the identity of the goods into China,after the promotion of government departments and localized practice,has gradually become an important part of government procurement services.However,social work supervision as part of the development of social work can not be cut,but rarely in the government to buy social workers involved in the academic community of this research is also inadequate.This paper studies the social work supervision in the context of the purchase of services by the W municipal government.It is of great significance to improve the system construction of the government to purchase social work service,but also to supplement the study of social work supervision and promote the localization of social work in our country.This paper chooses 12 project leaders or executive social workers,three social work supervisors and one relevant person from the civil affairs department to conduct in-depth interviews with W City 2017 venture philanthropy.Firstly,it analyzes the policy background of the government purchasing service,the basic conditions of contractors,the qualifications of supervisors and third-party supervisors,and draws the outline of the actual situation of the social work supervision in the purchase of W City government.The research found that under the current supervisory environment,there is a difference between the supervisor's supervisor content and the supervisor's requirement,and the source of the difference is the result of social work supervising the interaction between the subjects.Because unlike traditional social work supervision,social work supervision under the government procurement service is not only the interaction between the supervisor and the supervisor,but also includes the government purchasers,proj ect contractors and third-party supervision agencies in supervising social work.They also have the impact.The use of Michel Foucault theory of power to analyze the social work supervision process,in which the interactive relationship is not smooth,especially the problem of supervision work is the power and knowledge of the relationship between the delay in conversion caused.The effectiveness of the final social work supervision is influenced by the government purchase service policy,the supervision tactics of third-party supervisory agencies and supervisors,the dual roles of contractors and supervisors,and the interaction among various parties.Through the study of social work supervision under the purchase of W city government,it is found that the effectiveness of supervising social work can also largely affect the effect of government procurement of service projects.Therefore,it is necessary to strengthen the supervision of the contingent of qualified personnel,establish a social work supervision and evaluation mechanism,and improve the governments normative services.
