With the accelerating process of globalization era,more and more companies will implement outstanding as their global business objectives and then leads to the localization of management issues,and in the management of localization,the localization of talent is the core,business localization rely on native talent,native talent supporting business localization.One of the three "oil giants",CNPC,as early as 1993 had begun the process of globalization.In order to adapt to the host environment,to achieve sustained and stable development of oil overseas business,talent localization strategy has become the key whether the oil can successfully operating overseas.Firstly,this article makes summarize about the theory of talent localization strategy,then analyzes the motivation of overseas talent strategy from the international operations of CNPC,and analyzes the problems of CNPC's overseas talent-localization policy with the example of Kazakhstan;Finally,this article make suggestions for better implementation of CNPC from the recruitment,training,performance management,incentive compensation management and industrial relations.It not only has major implications for CNPC to better conduct business overseas but also has a certain significance for transnational oil companies of China.
