College graduates are regarded as nationalvaluable human resources in China. Since the employment model of college graduates has been transformed from the planned one featured by job assignment to the market one with two-way selection as its characteristic, the structural contradictions are becoming severe in terms ofthe regional discrepancy and the guidance in the job market.Hence, talents swarm into the eastern and urban areas wherejob markets are highly competitive, while few talents are willing to be employed in the western and grass-roots areas where the job markets are in great short of talents. Under such circumstances, the implementation of the grass-roots service project provides a critical channel for college graduates to expand their employment scope as it can guide and encourage them to take the employment in the grass-roots area. At the same time, it also serves as an important means to promote the building of the grassroots talent group, providing platform for college students to train their quality and key resource of cadres of party and government with close links with the grass-roots and deep understanding about the national and party condition. This article focuses on the grass-roots service project of college graduates under the background of their employment problems. It carried out policy evaluation and effect analysis on the “three supports and one assistance” plan of college graduates in Shanghai in the past decade. And it attempts to adopt two-factor theory integrated with question orientation on the basis of questionnaire investigation on 982 college graduates in the “three supports and one assistance” plan and 200 grass-roots employers. It suggests to further improve supportive measures of the project includingstandards of life necessities, dynamic growth mechanism and talents flow mechanism at the end of the employment term to guarantee their interests and perfect the incentive elements of the project including publicity guidance, project positioning and career development, attaching great importance to development, in the hope of better employment in the grass-roots area, making more accurate use of limited government resources, encouraging and guiding them to participate the project in a more effective way.
