The State Council issued the notice on the overall plan for promoting the construction of the world first-class universities and disciplines On October 24,2015.The notice clearly put forward the target of building the world first-class universities and disciplines,the target is a major strategic decision made by the Central Committee of the Party and the State Council.It is a very important role to improve the level of Chinese education development,enhance the national core competitiveness and lay the foundation of the long-term development.Therefore,The Evaluation System of University Research should have the breakthrough and innovation for supporting the need of building “double first-class” universities in China.In the further,It can evaluate the “double first-class” universities’ research capacity more scientifically and efficiently under the new situation.From the trend of the international development perspective,A sound university research evaluation system is one of the driving force to promote the rapid development of the research capacity in developed countries.Through exploring the evolution mode and development experience of the foreign universities’ research evaluation system can provide reference for establishing the evaluation system of university research in accordance with Chinese situation and the trend of the international development.This paper mainly combs the evaluation systems of university research in Britain,the United States,France and Australia,Using the method of international comparison to find out the common and difference features of the evaluation systems of university research in Britain,the United States,France and Australia,combined with the conflict and contradiction between the existing evaluation systems of university research in China and the “double first-class” construction,referring to the advanced experience and specific practice of the evaluation systems of university research in Britain,the United States,France and Australia.In order to find some approaches and methods to evaluate “double first-class” universities’ research capacity reasonably.This paper mainly includes five parts.The first part basically introduces and discusses the research background and meaning,domestic and foreign related research status of the evaluation system of university research,research contents and objectives,key issues to be solved,research methods and innovations.The second part is based onthe related theory of university research evaluation,defines the basic concepts of university,research evaluation and university research evaluation,expounds the meaning of the evaluation system of university research and seven elements furtherly and discusses the necessity to carry out the work of university research evaluation from the macro and micro level.The third part on the whole combs the development of evaluation systems of university research in Britain,the United States,France and Australia and discusses it according to evaluation purposes,evaluation institutions,evaluation indexes,evaluation methods,evaluation processes and other aspects of the different works of university research evaluation.The fourth part uses the method of international comparison to analyse the common and difference features of the evaluation systems of university research in Britain,the United States,France and Australia,through the clear forms to show various features of the evaluation systems of university research in Britain,the United States,France and Australia systematically.The fifth part analyses under “double first-class” construction the current situation of evaluation system of university research in China,combined with the advanced experience and development mode of the evaluation systems of university research in Britain,the United States,France and Australia,to obtain some enlightenments and three specific methods for evaluating “double first-class”universities’ research capacity in China.
