In order to build a world-class university with Chinese characteristics and a worldclass academic level,the country has proposed a "double first-class" university development strategy.The Yangtze River Delta urban agglomeration has excellent innovation capabilities.There are many universities and a wealth of resources for higher education and knowledge innovation.It is the main cluster of high-level domestic universities and knowledge innovations.The integration strategy of the Yangtze River Delta provides new opportunities for the flow of innovative elements,the collaborative innovation of universities in the region,the realization of complementary advantages,platform joint construction,and information sharing among universities.Based on the national strategy and the requirements of the construction of "double first-class" universities,the allocation level and future development direction of scientific research resources of the "double first-class" universities in the Yangtze River Delta have always received extensive attention from the government and academic circles.The government and society care about the level of scientific and technological innovation of "double first-class" colleges and universities,in order to better stimulate the scientific research capabilities of colleges and universities,promote the continuous growth of scientific research performance,and thus drive economic development.Scientific research efficiency is a quantitative representation of scientific research performance.the establishment of a model to measure the scientific research efficiency,and then infer the scientific research performance,so as to evaluate the current status of scientific research development of "double first-class" universities has theoretical and practical significance.This paper takes the "double first-class" universities in the Yangtze River Delta as the research object,takes the research performance of each "double first-class" university as the research objective,tries to find out the deficiencies in the research performance management of universities,further promotes the effective allocation of research resources in universities,and then achieves the reasonable research management.After in-depth discussion of the input-output theory,knowledge production model transformation theory and performance evaluation theory,the scientific research performance indicators of the “double first-class” universities in the Yangtze River Delta were clarified,and then a performance evaluation system was constructed,which collected 28 “double first-class” universities in the Yangtze River Delta region.Relevant data from 2009 to 2018 of “first-class” universities,using DEABBC model and Malmquist index model,evaluate the scientific research of “double first-class” universities in the Yangtze River Delta,from the comprehensive technical efficiency,pure technical efficiency,scale efficiency and the dynamic changes of the Malmquist index Then,based on the results of the scientific research performance measurement of the “double first-class” universities in the Yangtze River Delta,a panel data model is established to perform regression analysis of influencing factors to measure the degree of influence of these factors on the scientific research performance of the “double first-class” universities,and finally put forward the corresponding Suggestions for improvement.The results of the data envelopment analysis show:(1)The research performance of the "double first-class" universities in the Yangtze River Delta is generally relatively high,which proves that the construction policy of "double first-class" universities has obvious effects.(2)From 2009 to 2018,the overall efficiency gap in the scientific research performance of the “double first-class” universities in the Yangtze River Delta region is obvious,and the gap may gradually expand in the future.There is an evolutionary trend that the strong will become stronger and the weak will become weaker.(3)Non-DEA effective colleges and universities have problems such as small scale of scientific research,excessive investment in scientific research personnel,and excessive investment in scientific research.(4)There is still a lot of room for development and improvement in the overall level of scientific research in some universities.(5)The trend of changes between my country's total factor productivity and scientific research and technological progress shows a high degree of consistency,indicating that scientific research and technological progress has played a leading influence on the scientific research and innovation performance of colleges and universities.Therefore,it is necessary to ensure other factors Under the condition that the level is not lowered,the technological progress rate of colleges and universities can be increased,so as to fundamentally increase the total factor productivity.Panel regression analysis results show:(1)The quality of R&D talents,the degree of international exchanges and cooperation,the number of research and development institutions are positively correlated with the scientific research performance of "Double First Class" universities;(2)Human capital investment,government support intensity and "Double First Class" universities Research performance is negatively correlated.Finally,this paper puts forward the corresponding policy Suggestions:(1)strengthen the high quality talent introduction and high level scientific research team construction(2)to strengthen international exchanges and cooperation,enhance the level of scientific research personnel and technology innovation(3)increase the research and development institutions,optimize the structure of research institutions(4)outstanding performance orientation,strengthen the accurate input.
