Under the background of the strategy of strong talents and education informatization,it is very important to improve the overall quality of compulsory education.Compulsory education is the cornerstone of education,which corners the overall quality of the people in the country.It is the accumulation of human capital in the country,and it is also the responsibility and obligation of the national government to give citizens education equity.There are both challenges and opportunities for balanced development of urban and rural compulsory education resources.We should take up the challenges,seize the opportunities,and take advantage of the advantages of education informatization to achieve balanced development of education.China is a country with a vast territory and large population.There are great differences and imbalance in the development of basic compulsory education between urban and rural areas.In recent years,the state has formulated and promulgated the Outline of the National Medium-and Long-term Education Reform and Development Plan(2010-2020)and the Ten-Year Development Plan for informatization in Education(2010-2020)to address this issue.The development of compulsory education in urban and rural areas has made encouraging progress,but due to factors such as inadequate and uneven economic and social development in China,the imbalance in the development of urban and rural resources for compulsory education is still outstanding,and this situation will not be improved as soon as possible.It will affect the overall level of China's education development,but also affect the implementation of the talent strategy.Therefore,this article combs the connotation and characteristics of education informatization and urban and rural compulsory education,based on the theory of educational equilibrium and the theory of public goods.Through the in-depth analysis of the factors affecting the balanced development of urban and rural compulsory education resources,the problems existing in the balanced development of urban and rural compulsory education resources and the reasons for them,in the context of education informatization,the author puts forward the path of realizing the balanced development of compulsory education in urban and rural areas form the three aspects of people,wealth and goods that are necessary for the balanced development of compulsory education in urban and rural areas.For example,we will strengthen the informatization and integration of urban and rural compulsoryeducation development infrastructure,narrow the gap between urban and rural education funding,and strengthen the construction of teachers.The ideas of integrating the information technology into the balanced development of education has certain enlightenment significance for realizing the development of education innovation in China,improving the quality of education in China and promoting educational equity,it is hoped that the research results of the thesis will be the breakthrough to realize the balanced development of urban and rural compulsory education resources and contribute to the balanced development of urban and rural compulsory education in China.
