At present,China's economy has continued to mount,and we have faced an array of interwoven difficulties and challenges.XingLongtai district in Panjin is facing resource bottleneck.The space for economic and social development is limited.As the extensive pattern of economic growth,low level of industry,homogeneous competition and slow development of innovation,XingLongtai district is changing comprehensive transition into all-round development.We will use institutional innovation to drive scientific and technological innovation.It is people who make innovations and create things.To solve the serious problem of brain drain,it has important practical significance for building talent teams,stabilizing the ranks of talents,and giving full play to the leading role of talents in the economic transformation and upgrading.Based on the investigation of the current situation of the talent teams in XingLongtai district,this paper concludes the actual problem of brain drain in XingLongtai district.This paper makes a comparative analysis of the talent development situation between XingLongtai district and Yancheng City Dafeng district,Jiangsu province which was awarded the national grass-roots talents innovation case selection in 2016.All kinds of talents in XingLongtai district as the research object,through the questionnaires and other sampling methods,I comprehensively use the theoretical knowledge of public human resources management,public management,public policy analysis and other disciplines.This paper analyzes the causes of brain drain in XingLongtai district and strives to obtain detailed and accurate data.The aim is try to get the detailed and accurate data for relevant academic research and the relevant departments.Through the study,it is found that the talent development environment is not ideal,the talent management mode is backward,the talent evaluation mechanism is not scientific,and the talent policy is not in place is the main reason leading to the brain drain problem in XingLongtai district.This paper puts forward some countermeasures and suggestions to solve the problem of brain drain in XingLongtai district from the aspects of cultivating more comprehensive environment,innovating more flexible talent management mechanism,establishing more scientific talent evaluation system and laying a solid foundation of policy guarantee.
