"Talent is the most valued resource. The nowadays and future competition is at bottom the competition of talent. It should be taken as a confidential strategic task to train, enroll and make use of talents."To train and enroll talents are the main measures of developing them, meanwhile, to lead the flow of talents is also important. Its core is to make the talent flow ordered for the essential purpose of reasonable talent disposition. The paper doses a systematic and overall analysis and research both in the theory and practice, striving to make the flow of talents meets the requirement of market economy, to realize the market-oriented talents disposition, to promote economy and society development and to contribute to the construction of well-off society.The first chapter defines talent and the flow of talents and introduces backgrounds, purpose, significance, main contents and technical measures of the paper. The second chapter analyses the certainty of the flow of talents and combining to the development of the flow of talents in China, discusses influence factors to it from various aspects. The third chapter introduces thoroughly the history of the flow of talents in Guizhou Province and draws a conclusion to the features of it. Through the evaluation of the features, this chapter calculates the tendency of the flow of talents of Guizhou Province. The forth chapter analyses problems and phenomenon of the flow of talents in Guizhou province caused by the influence of system, mechanism and ideology. The chapter also analyses the reason of them and the results if these problems couldn't be solved. Through the discussion of the above chapters, the fifth chapter proposes own strategy, ideas and suggestions of the flow of talents aiming at greater contribution to the economy and society development of Guizhou province. The final chapter sums up the whole paper systematically.
