With the increasing demand of people for a better life in the new era,public services have become an increasingly important part of social governance by grassroots governments.However,the government cannot completely rely on its own strength to guarantee the efficiency and quality of services when performing its functions.Therefore,the cultivation and development of social work institutions has become an important means to expand the scope of public services and improve the quality of services.Especially the third plenary session of the 18 will be "promoting the modernization of national management system and management ability as comprehensively deepen the overall goal of the reform,the government's function mode from" social management"to" community governance ",various main together starting to participate in social management,social work programs under the government efforts to promote vigorous development.So far,the concept of "developing social work and innovating social governance" has reached a consensus in the society.Social work is in the initial stage of development in China,and the development of social work institutions is not very mature.Many social work institutions are facing many problems in the process of development.Compared with developed cities,the development of social work in Nanjing is relatively backward.The L social work institution selected in this study can be seen as a miniature of the development of small social work institutions in Nanjing,and its development path has a higher reference significance for regions with immature professional development of social work.The author takes L institution as the object of case study,and analyzes and summarizes the development problems L institution faces in different degrees in internal and external aspects through field participation.Specifically,the internal problems of the organization are as follows:the establishment of the standardization system of the organization is insufficient,the existing organizational structure is incomplete,the staff growth mechanism of the organization is imperfect,and the positioning and development strategy of the organization need to be improved;External problems:the fairness of the government's purchase of public services needs to be improved,third-party supervision is not in place,supervision training needs to be strengthened,and the public's understanding of social service institutions is not clearly defined.In view of the above problems,this study proposes targeted solutions,such as improving the organizational structure,scientific management and improving employee welfare in the internal aspect of social work institutions.Externally,it is necessary to improve the standards and mechanisms for government to purchase services,improve relevant systems and regulations,strengthen third-party monitoring and improve social identity,so as to ensure the stable development of social work institutions and actively play the main role of participating in social governance.
