When the reform of electricity industry proceeds gradually and the electricity market changed dramatically, electricity companies attach more and more importance to the reform of management. The human resource management starts to be a fundamental strategy of the management reform. Only if the electricity enterprises establish unique competent quality mold and a new system of human resource management, which is derived from their own developing strategy and nuclear value concept, and adjust the system with the change of the current situation, could the enterprises exert their resource capacities to the utmost and boost its competitive and comprehensive strength.This thesis gives a concise introduction of the theory of human resource management and practice. Competence model theory and practice are also analyzed in detail. The researcher studied the construction of human resource competence model and its practice strategies in S Grid Maintenance Company thoroughly. The researcher also redesigned the human resource management function in S Grid Maintenance Company including the staff's recruitment and promotion, training and developing, performance appraisal and remuneration inspiration. In the end the researcher concluded the lessons of human resource management in practical competence model and figured out the HR management developing direction for the electricity company. This research also offer good example for the similar company in HR management.
