At present,China's society has entered the stage of transformation to the knowledge based economy era.The importance of human capital in all walks of life management and production activities is increasing.On the other hand,the power system has entered the crucial period of reform in depth,power enterprises should possess and enhance their core competitiveness in the fierce market competition environment,must reform the management system,to play the role of human resources,to create a number of electric power enterprise management,with strong professional quality production team.The public sector refers to the government organization which is granted the public power by the state and takes the social public interest as its organizational goal,manages all public affairs and provides legal services to all members of the society[Kong Fanyu,2012].Its human resource management is public welfare.There are great differences between human resource management and human resource management in attracting talents,serving management,assessing and motivating salaries.Because the basic guarantee of state-owned power enterprises and products the resource characteristics and social service,not simply as a business,a special public sector,but rather between enterprises and public sectors.Therefore,the human resources management also has the particularity.Firstly,the course of human resource management at home and abroad and the development of the theory are briefly introduced,SH electric power company to the office as an example,analyzing the present situation of human resource management of China's electric power enterprises in the public sector,focusing on the analysis of the impact of public property and the electric power enterprise of human resources management and human resources caused by the modules were compared,there are exist in the human resources management of electric power enterprises in China the problems and challenges of the electric power enterprise human resources management reform,and puts forward some can improve the level of human resource management in electric power enterprises countermeasures.This paper argues that the public property of electric power enterprise due to its human resources management must exist with other companies in different places,but for an enterprise,products and services in order to reflect the ultimate strength,and all these people cannot do without the contribution,so the human resources will eventually become enterprise's core competitiveness and hard currency.Therefore,electric power enterprises must take into account their public attributes as much as possible,and introduce more scientific methods of human resources management,so as to better enhance the vitality of enterprises and meet the needs of society.
