In 2014, the state council issued "logistics development and long-term planning (2014-2020)" to make clear that the logistics industry is a fundamental strategic industry. The policy factor promoted the rapid development of modern logistics. From the domestic and foreign environment, with the development of economic globalization, the tobacco industry will meet marketing competition. The tobacco industry must have their own core competitive ability in order to keep an invincible position in the competition with the world tobacco giant. From the tobacco industry environment, since China into WTO, many industries have been opened, the tobacco market can not be spared. With the economy shift quality and efficiency, the tobacco industry appeared four problems, these problems are that the growth rate of tobacco industry is slow, industrial and commercial enterprise’s inventory generally increased, the consumption structure of cigarette promotion space is limited, the market of cigarette consumption demand quantity is decreasing. In this grim situation, tobacco logistics is the final pass to reduce the cost of the tobacco industry, it is indirectly improve the tobacco industry profits and taxes on "the third profit source", logistics operation has a direct impact on the healthy development of the cause of the tobacco industry.As early as 2010, the state tobacco monopoly bureau make the tobacco logistics as the core business of tobacco industry, which complies with the four needs of the tobacco industry:the first is to enhance the core competitiveness; the second is requiring the construction of tobacco of the internet of things; the third is to speed up the collection of the mode of economic growth; the fourth is need to control the cigarette sales network the main channels of reality. In the national working conference of tobacco logistics, the state tobacco monopoly bureau secretary Ling Chengxing made it clear that tobacco logistics must achieve three intensions contain "core competence, efficiency center, industry logistics". From the industry policy level can also be seen that the tobacco logistics center as the key node of the tobacco industry logistics business has been the most concerned about the part of the tobacco industry, the good or bad working has relationship with the foundation to support the entire firm in place.Tobacco logistics development from 2003 to 2013 for ten years, it is through three stages contain the standardization of construction, promote the overall, comprehensive promotion. Although great progress has been made, but there are still many problems, the problems contain that the logistics’information integration is not high, the logistics standard is not unified, the logistics system is not perfect, the logistics do not make process optimization, the logistics cost is very high and so on, these problems become the short board of the logistics industry as the core competence.To build the core competitiveness, lean logistics is a kind of management idea which can make tobacco logistics lowering and efficiency, and it provides the better improvement direction for the tobacco industry logistics operation. Lean logistics emphasizes to eliminate all kinds of waste, to reduce the cost of enterprise, to make the enterprise in a high efficiency and low cost, in order to maintain a competitive advantage. Lean logistics ask enterprise to take the customer demand as the starting point, eliminate waste, reduce logistics costs, improve logistics operation efficiency, enhance customer satisfaction, in order to guarantee the sustainable development of enterprises. It can be predicted that the lean logistics operation works good or bad is the key to the tobacco industry logistics operation becoming the core competitiveness lies.Therefore, the author through the theoretical research of lean management and lean logistics, combined with field investigation of tobacco logistics center operations, through the establishment of lean logistics guidance system, the standard operating system and evaluation system, to provide a reference for the whole operation of the lean logistics center and help enterprises to meet the challenge of market competition.The full text is divided into 6 chapters and the conclusion:The first chapter is the introduction. This chapter first introduces the research background and significance, then introduces the research status at home and abroad, followed by the research methods, innovations and research ideas were introduced.The second chapter of this paper is a review of research on lean logistics. In this chapter there are the origin of lean logistics, lean logistics and lean logistics theory and method of the application of lean logistics and tobacco were studied in detail, make theoretical preparations for the next step of the research.The third chapter of this paper is the study of L tobacco logistics center operation status and problems. In this chapter, through the field survey of L tobacco logistics center, analyzes the operating status of it, found the existing problems in the running of it is mainly divided into seven categories:first, the lack of objective and guidance; second, the bloated team structure is low efficiency and high cost; third, information management level is low; fourth, the logistics talent less, lack of training; fifth, standardized operation is not perfect; sixth, the lack of lean logistics evaluation mechanism; seventh, not enough to carry out green logistics and reverse logistics.The fourth chapter of this paper is to construct the L tobacco logistics center logistics guidance system. This chapter establishes the framework of lean logistics guidance system, and from the seven aspects of interpretation of the connotation of lean logistics guidance system:first, refine the lean logistics management measures; second, strengthen the construction of logistics information; third, to build a modern logistics team; fourth, to promote the logistics standardization construction; Fifth, strengthening the logistics cost management; the sixth, pay attention to logistics safety operation; seventh, to explore the green logistics and reverse logistics.The fifth chapter of this paper is to construct the L tobacco logistics center standard operating system. The chapter on the standardization system construction significance, the mentality and the details are described, including the establishment of cigarette storage, standardized operation system in storage, sorting, distribution and other 12 work process, work standard and performance goals, strive to make the system of logistics to logistics center guide.The sixth chapter of this paper is to construct the lean logistics evaluation system of L tobacco logistics center. This chapter contain the evaluation system, the establishment of the evaluation model, evaluation index system weight evaluation method to determine the index weight, calculate the index, scoring rules, predictive analysis and evaluation system of the evaluation results to improve the seven aspects in detail, and using the AHP analytic hierarchy process and expert scoring method, the weights the evaluation index system of the evaluation of qualitative and quantitative research, hoping to help their own level of lean logistics center.Finally, the main achievements of the dissertation are summarized, the inadequacies of the paper and the future research are pointed.
