In recent years, the commercial banks face the increasingly intense and complicated competition and market risk. Financial market is still faced with many uncertainties both at home and abroad. How to deal with the challenges effectively, to grab the historical opportunity, to make the bank business transformation smoothly and have a sustainable development is very important for a bank. The first key to this question is to build up a competent management team. Sub-branch presidents, as an important group in the management team in the bank, are both policy makers and practitioners.At the frontier market, the sub-branch presidents are the main body of dominating the various resources. They are vibrant and the key factor of a bank. Their ability and quality, work attitude directly affects the cohesion, competitiveness and overall effectiveness of sub-branch team. Furthermore, they are related to the bank's management level, playing a vital role in the whole reform and development.As for now, the overall quality of the team of sub-branch president of G bank in Fujian province is not optimistic. There are some sub-branch presidents whose abilities,qualities and work attitude have been not gradually adapted to the transformation and development of the current bank. At the same time, the traditional mode of construction and development of sub-branch president team focuses on the ascension in "hardware" requirements, such as knowledge, skills, experience and performance, and so on. Nowadays, the limitations of the traditional mode are more and more obvious since the current bank faces with the challenge of development and revolution in the large uncertainty and complex characteristics of economic and financial environment both at home and abroad, so does the inadaptability. This article introduces the theory of competence, in order to solve these problems effectively by the construction and application of competency model of the sub-branch president.Based on the research of competency and relevant theories, this article introduces the basic situation of G bank in Fujian province, focus on describing the complex opportunities and challenges that G bank face with in Fujian province under the current situation, aiming at its current development situation and main tasks, analyzing the new requirements in the competency quality of sub-branch president. Then, this article uses BEI(Behavioral Event Interview), questionnaire survey, statistical analysis and other scientific methods to construct the competency model of sub-branch president which can match with strategic development of the G bank in Fujian province. The article also carries on the research on how to establish sub-branch president competency assessment system based on the competency model, discussing the application of the model in the selection of sub-branch president, the inventory of sub-branch president team, training and development, performance assessment and construction of the reserve talent team of sub-branch president. It provides an efficient way of thinking how to perfect the construction of sub-branch president team. In addition, it has higher practical value in improving the competitiveness of sub-branch president team.
