Study On The System Of Shenyang Affordable Housing Distribution And Supervision

As the core works of affordable housing in the operation stage, the distribution and supervision determine the implementation effect and the objectives of affordable housing. Although Shenyang has a series of affordable housing policies, the entry conditions, distribution programs, quit mechanisms, supervision mechanisms, security systems are not perfect, which makes the system of Shenyang's affordable housing have many problems in the implementation process.Therefore, the distribution and supervision system of Shenyang's affordable housing need to be further complete.This paper takes the allocation and supervision system of Shenyang's affordable housing as the research objects. It reviews the development process of Shenyang's affordable housing based on the analysis of the related theory about affordable housing and domestic and foreign research actuality. The paper analyzes the present allocation and supervision situation of Shenyang's affordable housing from four aspects which are entry conditions, quit systems, supervision and management systems and policies. The paper points out the existing problems in the allocation and quit system about affordable housing's source, supervision and management and system design, then the paper puts forward the necessity of building the allocation and supervision system of Shenyang's affordable housing.Based on the problems in the distribution and supervision of Shenyang's affordable housing, it designs the distribution and supervision system from allocation, quit, supervision and management and security systems. The system includes the affordable housing information disclosure system, the applicants'entry system, the applicants'audit system, the publicity of the applicants'information system, the allocation of affordable housing source system and the information register system. The paper designs the affordable housing's quit system which includes the design of quit standard, the quit mechanism of rewards and punishments, the actively quit mechanism, the mandatory quit mechanism and the redistribution mechanism. Then it builds the supervision and management mechanism of affordable housing from the confirmation of the supervision objects, the selection of supervision methods, the supervision processes and supervision responsibilities, the punishments of supervision. In the end, the paper builds the security mechanism of Shenyang's affordable housing from the top system design to the basic system construction, at the same time, the paper describes the operation process of Shenyang's affordable housing's allocation and supervision system.Based on the construction of Shenyang's affordable housing's allocation and supervision system, the paper analyzes the factors which affect the demand degree of affordable housing's applicants, then it builds the housing demand degree evaluation index system of affordable housing's applicants from four aspects which are the applicant's family natural conditions, the applicant's family income and property status, the applicant's household consumption and expenditure, the applicant's family housing situation. The paper constructs the AHP-fuzzy comprehensive evaluation model for the affordable housing demand degree, and then it has an optimal sorts of the affordable housing demand degrees. According to the sequence results, it decides to distribute the affordable housing source's sequence. This method overcomes the drawbacks of the past unscientific and unreasonable allocation methods such as the lottery. In order to confirm the rationality and objectivity of the allocation model, the paper has an instance analysis.The paper includes the following innovations. Firstly, it constructs the allocation and supervision mechanism of Shenyang's affordable housing from four aspects which are allocation, quit, supervision and management, institutional guarantee; it provides a new idea to solve the problems which emerges in operation stage after the affordable housing has been completed. Secondly, the paper constructs the AHP-fuzzy comprehensive evaluation model for the affordable housing demand degree; it will make the allocation method be more scientific and reasonable.
