Economic activities development depents on whether how the peasants’life move on. The govement works on developing resource type countries, how to coordinate the relationship between farmers and resources is the most important for development of the rural construction and farmers. In this paper, it introduce a resource type country of Shanxi Province which named Xiangning as an example in China from urbanization perspective. This town has practised an extended periodunder the a series policies of "The agriculture belong the coal". In view of the coal resources in rural construction put forward the corresponding development requirements, the core is to promote urbanization, realize urban and rural development as a whole. In this paper, through the analysis of resources in the development of the county, in the countryside of unreasonable economic structure, expand the gap between rich and poor and excessive mining of resources such as the status quo, put forward ideas addressed by agriculture to coal resources the plight of rural economic development. Through case analysis Xiangning according to the practice of policies and effective results, in view of the appeared in the process of implementation of various policies, to improve and solve the problem of execution, so as to explore a suitable development path.
