Today’s world, innovation has become a new economic growth point. High-tech industry as the innovative industry, the study about it is gradually increased. While the technological innovation efficiency as the key aspect of innovation research, has become the study hot spot. In order to fully study the technological innovation efficiency of China’s high-tech industry and its impact on economic growth, this article has measured static efficiency and dynamic analysis for China’s high-tech industry from industry and regional perspective. Then research its impact on economic growth.This paper calculates the innovation efficiency of China’s high-tech Industry in1999-2009, using DEA method, non-parametric method. The empirical results show that:the technological innovation activities are non-DEA efficient on the all sectors of China’s high-tech industry in1999, and the value of technological innovation efficiency has improved in the subsequent years. Efficiency values are quite different among sectors; we found that the eastern region innovation is effective in most years, while there is non-DEA efficient situation in the central and the western region, in which the efficiency value of the central region is lowest, mainly due to technological innovation input shortage.This paper analyzes dynamic change of the innovation efficiency for Chin-a’s high-tech industry, using Malmquist index based on DEA. The results show-ed that:whether from industry or from regional perspective, the innovation efficiency has increased, but technical efficiency has declined, mainly due to decline in the scale efficiency; the increased degree among regions is great different, in which the eastern region is the fastest, reaching22.7%, while the central region increases only7.6%. There are more specifically differences to28regions. For example, the innovation efficiency has declined in Guizhou, Beijing and so seven regions, while in Shanxi, Jilin and other five regions increased and the rate reached19%or more. This paper study the innovation efficiency’s impact on economic growth for China’s high-tech industry, using spatial panel model. Based on the theoretical analysis, combined with the advantages between the space model and the panel models, regard the innovation efficiency as growth factor, this article has established spatial panel model for quantitative study the impact of China’s high-tech industry.Through testing traditional panel model,it exists spatial autocorrelation. So we choose the spatial panel model.Studies have shown that: space panel model is better than the traditional panel model, the technological innovation efficiency has a positive function on economic growth, as the efficiency of each0.1unit increase, GDP will increase by0.645%.Finally, this article proposes some suggestion for improving the innovation efficiency of China’s high-tech industry, from the perfection of public finance policies, the promotion of the rational flow of innovative resources and the increasing investment in technological innovation, in order to play the role of its promotion to economic growth.
