Research Of Landless Farmers Resettlement Mode In The Process Of Urbanization

With the development of urbanization and industrialization, the quantity and velocity throughout the land requisition in China continues to increase, resulting in a large number of landless peasants. The pace of development and related policy formulation of the city as well as the inconsistency of two urban and rural dual partition system, the landless farmers can not fully enjoy the benefits of rapid economic development, and the interests of landless peasants is damaged, which direct cause many problems in the process of land requisition.The existing research for the landless farmers are mostly focused on the resettlement of landless peasants compensation, employment, social security and the city of. China the problem of landless peasants is not unilateral one reason. It is not to improve the compensation and resettlement and social security can be solved, but a systemic problem. The resettlement of landless peasants is a whole system, including highly integrated for landless farmers the right to existence and development. The key problem of landless peasants is the core of China's land system, as its core is system on the resettlement of landless peasants problem of pattern of change.This paper attempts through the way of case study, through analyzing the landless Nanxiang Town in the process of urbanization farmers resettlement mode problems and cause analysis, trying to crack problem of placement of landless peasants.First, the article combined with the changeable characteristics of urbanization development stage, starting from the transformation of the settlement pattern of farmers losing land in China, analyses the main resettlement mode of landless peasants in the establishment background, development stages and types and basic characteristics.Secondly, combining with Shanghai Nanxiang Town, the resettlement of landless peasants of the actual situation and related survey data, this article analyses different period influence model of Nanxiang Town resettlement of landless peasants, including employment, life, social security, policy satisfaction, analysis of the resettlement of landless peasants patterns generated by the problem.Thirdly, the article collected and combined with field survey data and interview data, that the problem of peasant resettlement mode to the Nanxiang Town land which including employment, policy, analyses the causes of its formation.Finally, the article will also try to put forward some corresponding countermeasures in order to further optimize the landless farmers resettlement mode. The first is to perfect the landless farmer employment policy including the establishment of landless peasants in the employment training mechanism, to improve the employment competitiveness; to develop and deepen the public labor jobs, to increase employment assistance force; keep the original rural resources characteristic, suit one's measures to local conditions to promote the employment of farmers. The second is a multi-level and raise the level of social security of landless peasants, including efforts to enhance the level of urban and rural social security system integration; further strengthen the rural social security system of propaganda; to strengthen rural social security fund management and supervision. The third is to widen channels for peasants' income sources, including promoting the village collective economic development, increasing farmers income; encourage farmers to start their own businesses, increase the income of farmers household management; set up the rural cooperatives, increase farmers agricultural income.
