With the development of society and enterprises continue to standardize, performance management in many enterprises as a kind of incentive system foundation and the human resource management focus. The Department for enterprise performance evaluation is the evaluation system is an important composition, also become a lot of enterprise performanc e management in a major difficulty. Many enterprise departments performance evaluation is often a mere formality, not to the organization of the enterprise target effectively support. However, with the functions of the Department in the company's strategic position and plays a more and more important role, functional departments performance results on the strategic objectives of the company is more and more big, many companies eagerly demand a and this combined with the strategic goal of effective function evaluation method.Based on the key performance indicators of performance management theory, management by objectives and performance theory and balance scorecard performance management theory as the guide, in a comprehensive performance management at home and abroad on the basis of research results, analysis and a new energy Limited by Share Ltd functional departments performance management present situation, the existing performance management is put in the following problem: the contents of evaluation on strategy formation support, management and evaluation of the contents do not match, assess susceptible to subjective effects, performance indicators to develop science and performance coaching missing links. The main reason is that: the performance index system is not scientific, management function dislocation, performance organization in confusion, the concept of performance management existence deviation; understanding does not reach the designated position. In view of the functional departments perform ance management problems and the reasons, based on the management by objectives(MBO) determine the strategic objectives of the organizatio n, use the Balanced Scorecard( BSC) ideas from financial, customer, internal process and learning and growth in four aspects the organization strategic objectives decomposition, u se key performance indicators(KPI) identifying the above four aspects of successful key areas, again layer upon layer decomposition of organizations, departments and positions / individuals to achieve organizational goals, key success factors and key performance indicators.According to the creators and the company functions evaluation system redesign, hope for the functional departments of assessment practice to provide some ideas.
