21st century is the era of knowledge economy, human resource is a key factor in the sustainable and healthy development. Power industry is a national basic industry, it is also a monopoly industry. At present in the state owned enterprises* human resource management abuses of inefficient incentive mechanism and passionless staff are ubiquitous. Therefore, how to set up a comprehensive and reasonable incentive mechanism for the enterprises to stimulate staff morale, improve the efficiency is widely concerned by state-owned power supply enterprise.In this paper, we study Zhangjiajie Power Supply Company by learning.the latest theoretical achievements and analysising the present situation of incentives Mechanism to found the problems and build new incentives Mechanism. We design a questionnaire of employees incentive factors based on current domestic and foreign scholars'incentive mechanism related literature, and then analyze the survey data to find the existing problems and relevant improvement of incentive mechanism. This paper is divided into four parts. Firstly, explaining the background and significance of thesis topics, the paper describes the main contents and structural arrangements; Secondly, Introducing the staff incentives of Zhangjiajie Power Supply Company, analyzing the existing problems; and then, Introducing the employees characteristic of company in order to build a performance-oriented evaluation and incentive mechanism, establishing the goal orientation work incentive mechanism, improving the training incentive mechanism to match enterprises development strategies, and establishing effective management of employee career. Finally, according to the actual situation, the article promote the implementation of new incentives and safeguard procedures in the new mechanism.In this paper, we treat the improvement of Zhangjiajie Power Supply Company mechanism as an entry point, we Investigate the monopolistic local power company to improve the incentive mechanism and to enhance the core competitiveness, and constantly improve the staffs initiative, enthusiasm and creativity have been studied for the power enterprises to achieve market competition.
