Innovative Power Evaluation And Comparative Analysis Of Strategic Emerging Industries Of Private Enterprises

Since the 21st century,private enterprise of strategic emerging industries develop rapidly,innovation has become an important driving force to realize the transformation of the mode of economic development of private enterprises.But at the same time,our country is in the period of the reform of economic system,the coexistence of dual system and imperfect market function has been derived to arrange for a number of implicit institutional arrangements.In this kind of institutional environment,the private enterprises lack enough sustained innovation power and space,allocate the resource to non productive activities such as rent-seeking competition.At present it has not been revealed that what influence the implicit institutional arrangements have been impact innovation power level of private enterprises and how it works exactly.There are many deficiencies on the innovation power level evaluation of private enterprises which include the hidden institutional arrangements.On the basis of existing research,taking into account the fact that in the perspective of implicit institutional arrangements,the innovation power level of private enterprises evaluation index system includes qualitative and quantitative indicators and most of the them have fuzzy uncertainty characteristics,this paper construct the comprehensive evaluation index system of the level of the private enterprise of strategic emerging industries innovation power and the multidimensional relationship matrix of innovation power level of private enterprises based on the fuzzy mathematics.Through combining the data of private enterprise of strategic emerging industries from 2005 to 2007 and establishing the fuzzy evaluation model of innovation power level of private enterprises with fuzzy comprehensive evaluation method, this paper examines the degree of influence and channels by which the hidden institutional arrangements affected innovation power level of private enterprises from a new perspective. The result indicates that there is a regional non-equilibrium distribution in the level:The comprehensive evaluation value of the innovation power level of private enterprises of the strategic emerging industry in the eastern area of China is in the relatively high scores district while the rank order of some provinces fluctuate largely;the values of the most provinces in the central area stay at an intermediate level steadily while the rank order of some provinces descend apparently which indicate that the rising trend of the innovation power level here is weak;although the western provinces are at the lowest ranking,the speed of scrabble upward is the fastest.Then,the trend of the private enterprise innovation power largely because of the different regional institutional system.Through exerting influence on the availability of the key elements of innovation and the competitive advantage,the hidden institutional arrangements dominate the efficiency of the private enterprises innovation and finally play an important role in the innovation power level of private enterprises. Because of the important influence,currently our main task is to remove the institutional barriers to innovation and create an institutional environment conducive to innovation.
