| Central China(except for Shanxi Province) has been the main labor outputting base for a long time.Compared with east coastal regions, these central provices are not only low industrialized, being fell behind in the process of urbanization, but also concluding a realting larger scale of surplus rural labor force accordingly. As aconsequence, labors in these five provinces has been given priority to transfer to the coastal areas year by year. However, with the implementation of the strategy of rising of Central China,it witnesses a rapid growth in Economics. In Central China labor starts to transfer back from East China, which is resulted from contionuously speeding up in undertakeing the industrial transfer from coastal area, manufacturing agglomeration and strengthening in the ability of absorbing employment gradualty.Based on the mutal relationship between industry agglomeration and labor transfer,in order to outline how manufacturing agglomeration influences rural labor, this paper reaserches in several steps followi ng states.First of all, combined with polulation flow model,it epounds the mechanism of manufacturing agglomeration to labor transfer. Then,a review of manufacturing agglomeration phenomenon in central five provinces and a introduction of this region’s rural labor are conducted secondly.Meanwhile, using the panel data of 2012,this paper builds a model to demonstrate that the increasing degree of manufacturing agglomeration is the vital factor for affecting rural labor work locally. On this basis,it has calassif ied the industry, followed by a reaserch of that how industries with different densities of technology affect rural labor transfer differently. Finally, this report summarizes a series of policy suggestions for manufacturing agglomeration and the transfer. There are four conclusions has been summarized by this article.Firstly, the manufactuiring aggolomeration in Central China increase dramatically, and, each province create a different dominest industry according to their own characteristics;Secondly, manufacturing agglomeration degree is an important factor in influencing rural labor transfer—the more agglomerate, the better palce for rural labor work locally.Besides, there is a positive correlation between resource-based and low-tech industries.Increasing agglomeration degree and rural surplus larbor’s transfer back.Although it has not been tested significantly, theresult is that high-tech industry agglomeration degree show inhibitory effect on rural labor, while middle-tech has limited impact on it.The last but no t the least, the improvement of urbanization has positive effect on labor’s transfer back from East China. |
