According to the “Development of the Services Industry during the 12 th Five-Year Plan” in China,accelerate the development of service industry is an important path to adapt the rapid economic growth. It is also a vital preparing for our country to achieve the optimal and progressive industrial structure. With a high speed development of China's economic and social progress, service industry is increasingly becoming the main force to absorb employment. Effect of Service Industry on the transfer of rural surplus labor force can help us to expand the industrial labor employment space, to achieve a smooth and orderly transfer of rural labor to non-agricultural industries.In this research, it collects a lot of data for figuring out the impact on the level of development of China's service industry and the service industry affecting rural labor employment, by using empirical analysis and normative analysis. First of all, it shows our services both in the scale of development and employment absorptive capacity, China is gradually over the second industry based the status of individual indicators of service industry development. Meanwhile, in the analysis of the current situation in the transfer of rural labor, it results generally low quality of labor transferring conclusions. Secondly, on the basis of the existing literature and theory, by constructing a theoretical model and mechanism analysis, it can be found that the development of China's service industry has to promote the transfer of rural labor. Thirdly, on overall policy guidance, it should establish a comprehensive index system(Including competitive scale, structure, competitiveness and potential competitiveness), which refers to a more reasonable way to measure the level of development of service industry. Using entropy method and the 2003-2013 of 31 provinces panel data estimates a comprehensive level of service development factor, in order to fully reflect the development of the service sector. It could represent the overall level of service industry. Besides, using this as the core variables, creating a panel data model, it confirms the impact on service development of rural labor transfer. Finally, comprehensive level of service industry increased by 1 coefficient per unit of labor increases the number of transferred 0.272 million. Service industry growth would be the core force to promote the transfer of rural labor. On the other hand, rural labor transfer service industry shows an obvious positive role.As a result, this paper links the development of China's service sector and rural labor employment to make the appropriate policy recommendations based on empirical analysis and conclusions of the foregoing.
