Economic growth slows as a result of the natural resources irrefragable,and the lack of energy for industry development.Industry ecosystem Provides a new theoretical framework for the attainment of a balanced development of the economic growth and environmental protection.It doesn't work that rely on the market only in the process of industrial ecology because of the complexity of the market economy.It is difficult to prompted the economic organization form organic connection within ecosystem,so we need government to make certain ecological rules to make up for market failure.It is the research important topic of that how to rule according to the industrial ecosystem,Build a scientific ecological system of rules and regulations, optimize the allocation of resources efficiently, use the market reasonably.First, the paper looks back upon theories, development and achievements,and raises hypotheses on the basis of the study of the scholars by analyzing the factors influencing industrial ecology?On the theoretical basis of industrial ecology, main factors influencing the industrial ecological trend are taken as the entry point, and the mechanism under which the government acts on the market in industrial ecology is studied through the analysis of the Toyota case in industrial ecological system. Moreover, the mechanism under which leading enterprises act on the process of industrial ecological trend in the industrial ecological system is also analyzed. Thus, opinions and suggestions that can be taken by Chinese enterprises as a reference in their industrial ecological trend. The enterprise ecosystem mentioned in this paper refers to complex economic groups to realize added value formed among the interactive organizations, organizations and individuals(customers, consumers and so on) through their own core capability and complementary advantages as well as continuous exchange of material, value and information on the industrial eco-chain.It is suggested by the research results that the competitiveness of industrial ecology is stronger than that of individual enterprises, and the industrial ecology cannot be formed without the action of the government and market. However, the government's action is in a relatively lower sequence, and leading enterprises and supplier enterprises have become increasingly strong in collaboration and symbiosis, and industrial competitiveness.
